Introduction: Cardinal Snow Management LLC has been providing quality snow and ice removal services since 2026. Cardinal Snow Management LLC is located in Pevely, MO. The report to worksite (2247 Front Street, Pevely, Jefferson County, MO 63070) is located in the Ohio Valley Region of the United States (Source: NOAA NCEI, U.S. Climate Regions, https://www.ncei.noaa.gov/access/monitoring/reference-maps/us-climate-regions). The Ohio Valley Region has four seasons, with hot, humid summers and cool to cold winters that bring occasional snow. Transitional seasons are variable, with spring often bringing storms. The area is particularly vulnerable to tornadoes, flooding, and strong thunderstorms. Cardinal Snow Management LLC has a temporary seasonal need for 4 workers from 10/15/2026 through 3/1/2027. Duties to be Performed: The duties workers will be performing at the place of employment during the requested dates of need include the following: Under direct supervision, care for established residential or commercial properties by: mowing, mulching, aerating, weeding, watering, raking, blowing leaves, removing thatch, trimming or edging around flower beds, walks, or walls to prep for the Fall and Winter months. Shovel snow from walkways, sidewalks, driveways, or parking lots and spread salt or sand in those areas - using snow-shovel, broom, rake, or manual spreader. May use manual equipment such as a push snow-blower, or truck with snow plow attached to it, to remove snow & other related Grounds Keepers/Snow Removal activities as per SOC/OES 37-3011 (onetonline.org). Justification of Temporary Need: Cardinal Snow Management LLC has a seasonal need for 4 workers from October through March, driven by the climate conditions of the Ohio Valley Region where its worksite is located. This region experiences four distinct seasons, with cool to cold winters that bring occasional snow beginning in the fall and continuing through late winter. The company's core servicessnow and ice removal, along with the fall and winter grounds preparation that precedes themare directly tied to these predictable seasonal weather patterns. As a result, the demand for these services recurs each year during the same period and does not exist outside of it. The specific duties the workers will perform correspond directly to the requested months. Beginning in October, workers care for established residential and commercial properties by mowing, mulching, aerating, weeding, watering, raking, blowing leaves, removing thatch, and trimming or edging around flower beds, walks, and walls to prepare the grounds for the fall and winter months. As winter weather arrives, workers shovel snow from walkways, sidewalks, driveways, and parking lots and spread salt or sand using snow shovels, brooms, rakes, or manual spreaders. They may also operate manual equipment such as push snow-blowers or trucks with plow attachments to clear snow. These tasks can only be performed during the cold-weather months when the region receives snow and ice and when fall and winter grounds preparation is required. Because these duties are limited to the October through March period and are dependent on seasonal weather conditions, Cardinal Snow Management LLC has no need for these workers outside of this timeframe. Once the season concludes in March, the demand for snow removal and winter grounds services ceases entirely, and no comparable work is available. This predictable, weather-driven, and recurring pattern establishes that the company's need is seasonal in nature and clearly temporary. Justification of Number of Workers Needed: Cardinal Snow Management, LLC is in need of 4 Temporary workers for the Winter season from 10/15/2026 -03/01/2027 for end of season Grounds Keeper needs and for Snow Removal once the Winter starts.
