They specialize in durable, high-quality floor coatings, including epoxy, polyurea, urethane, and polyaspartic systems, for garages, basements, patios, pool decks, commercial spaces, and more. ECC aims to deliver reliable, single-day installations that combine strength, longevity, and aesthetic appeal, giving clients stylish, easy-to-maintain surfaces. Their goal is to provide functional, yet beautiful flooring solutions tailored to each homeowners or businesss needs, while offering exceptional value, professionalism, and long-term durability. Encore Concrete Coatings' season begins in, with operations in Florida lasting 8-9 months, so the business schedule of operations would look like the following: 1. During the off-season, activity is minimal, reaching about 20% of high-season levels. The high season activities mostly involve selling for the next season, with little to no actual installation work during this time. Encore Concrete Coatings, Inc. seeks to employ 8 additional Coating Painter Helpers on a seasonal need, which normally runs from 10/05/2026 to 05/31/2027. The petitioner does not operate or employ Coating Painter Helpers in the off-season. A temporary need is established when it is justified to the Certifying Officer as one of the following: (1) A one-time occurrence, (2) a seasonal need, (3) a peak-load need, or (4) an intermittent need. To determine such a need, the DOL and USCIS should consider the duties performed, the number of workers requested, and whether the need extends throughout the requested period. To establish a seasonal need: The law defines a seasonal need as a need that is traditionally tied to a season of the year by an event or pattern and is of a recurring nature. The petitioner shall specify the period(s) of time during each year in which it does not need the services or labor. Employment is not seasonal if the period during which the services or labor are not needed is unpredictable or subject to change, or is considered a vacation period for the petitioner's permanent employees. Encore Concrete Coatings, Inc. can present a clear, recurring seasonal need for H-2B workers by showing that its operations are concentrated in a predictable 10/05/2026 to 05/31/2027 period rather than year-round. The seasonality is primarily driven by weather-dependent outdoor operations.
