Work description

I. Employer Background and Regular Workforce JianXing USA LLC is a Texas construction and industrial-facility support company formed on February 24, 2026. The companys administrative and mailing address is in Stafford, Texas. The temporary positions covered by this application will be performed exclusively at the fixed Building 18 project worksite in Sealy, Texas. No travel between multiple worksites is required. Since formation, the Employer has employed one permanent employee, an Architectural Designer. The Employer has not previously employed permanent or temporary Controls Technicians. Its regular workforce does not have the number or occupational assignment necessary to perform the concentrated industrial electrical and controls installation, testing, startup, troubleshooting, and commissioning work described below. From formation through the present, the Employer's U.S. operations have consisted primarily of business establishment, design and project coordination, procurement, estimating, and pre-construction preparation. The Employer has not previously conducted regular U.S. operations using Controls Technicians. IV. One-Time Occurrence The need qualifies as a one-time occurrence because the Employer has not employed workers to perform these Controls Technician services in the past, and the requested positions arise from a specific, finite project phase rather than the Employers regular year-round staffing structure. The concentrated labor requirement will end when installation, startup, commissioning, punch-list work, and project handover are completed. Upon completion of the Building 18 controls installation, commissioning, punch-list correction, and final handover, the project-specific need for these 10 Controls Technician positions will cease. As of the date of this response, JIANXING USA LLC has no ongoing or scheduled successor work requiring Controls Technicians after June 30, 2027. The requested positions will not become part of the Employer's regular year-round workforce. Please See Attachment.
