Concrete Finishers

Your attention is requested to the following letter in support of Genuine Builders, Inc.s (GBI) request for sixteen (16) temporary Concrete Finishers to supply our seasonal temporary need in Upper Sandusky, Ohio. GBI of Arlington, South Dakota is a concrete sub-contractor that has provided specialized concrete construction services for the last twenty-nine (29) years. The Concrete Finishers will: Prepare construction site where concrete will be poured. Set and align forms that hold concrete. Spread, level and smooth concrete using rakes, shovels or hand tools. Tear down concrete forms. Clean up construction site. The Concrete Finishers must be able to handle temperature extremes and lift and carry 75 lbs. for 50 yards. They will work some weekends and travel to worksites within the area of intended employment. For more information regarding the company and photographs of some of its projects, see Exhibit A. Schedule of Operations Each year, GBIs schedule of operations is as follows: Genuine Builders Inc. will begin working on projects around November 2. Work will continue through December 15. In December, the weather is too cold to perform concrete work. Therefore, the company does not perform concrete work from December through March. Work that is performed at the end of a project includes cleaning up, which can take up to a month depending on the size of the project. Clean up includes the following duties to get rid of waste materials and prepare the site for the client: o Grind metal inserts in the concrete so that the top is level and completely flat. o Caulk around concrete. o Patch air pockets in concrete. o Clean up excess concrete which has seeped out from around the forms. o General clean-up including, disposal of excess concrete dumped by pump trucks at the site. o Dispose of used or damaged lumber, pick up debris and load excess supplies. o Clean and oil forms, then load them onto the trailer. o Forms must be stacked so they are not overweight on the trailer. Temporary Seasonal Need GBI has a seasonal need that is traditionally tied to a season of the year by an event which is of a recurring nature, specifically the weather that permits concrete construction. In the late spring and early summer, the company experiences an increased demand for its work as the weather warms to allow cement construction. During the winter months, from January through March, the weather is too cold for proper setting of concrete. Excavation of concrete footings is more difficult, if not impossible. Cold Weather Concreting Reported by ACI Committee 306, Section 1.1, Definition of cold weather, defines cold weather as a period when, for more than 3 consecutive days, the following conditions exist: 1) The average daily air temperature is less than 40F; and 2) The air temperature is not greater than 50F for more than one-half of any 24-hr period. The average daily air temperature is the average of the highest and lowest temperatures occurring during the period from midnight to midnight. Cold weather, as defined in this report, usually starts during fall and usually continues until spring. Exhibit B. The cold season in Upper Sandusky, Ohio, lasts for over three (3) months, with an average daily higher temperature of 33 F in January and annual snowfall of 25 inches. Therefore, concrete work does not start until the weather warms up in April, and there is always a rush to pour as much cement as possible in the warm-weather months that permit proper placing and curing. This naturally creates a seasonal need for concrete construction in the State of Ohio from April through September, and not year-round. Please see attached.
