DETAILED STATEMENT OF TEMPORARY NEED 2026-2027 Dates of Need for H-2B Snow removal worker will be 11/13/2026 to 04/15/2027. Bradley Lawn Scape, Inc. is a landscaping and snow and ice management company that has been in business since 2000. During the warmer months we provide landscaping and lawn care services to the commercial and residential properties we serve, and in the winter we provide snow and ice management for the properties under our seasonal snow contracts. Our business has grown year over year, and in recent years we have secured a number of larger commercial contracts that have increased the demand for our winter services. Our place of business is located at 2146 County Road 26 Wintersville, OH 43953, and our crews travel daily to job sites located in Brooke and Hancock Counties, West Virginia and Jefferson County, Ohio. Our work in the period covered by this petition is the removal of snow and ice from the walkways, entrances, driveways, and parking areas of the properties we service, together with the application of salt and other de-icing materials to those surfaces. This work is performed from November through April to coincide with the winter snow and ice season in our service area. Our date of need for H-2B workers aligns with the regularly recurring annual business cycle customary to the commercial and residential snow and ice management industry in our geographic area. Temporary Need To assist in the determination of whether our company's need is consistent with the USCIS definition of temporary need, we are including the following information: Work Duties will be consistent with those stated on the USDOL ETA Form 9142B and the USCIS I-129 Petition for Nonimmigrant Worker. These duties are evidenced in our current contracts and projected workload. Duties requested workers would be performing are consistent with those described in the US Department of Labor ETA Form 9141 Prevailing Wage Determination SOC 37-2011 for Janitors and Cleaners, Except Maids and Housekeeping Cleaners. Based on the careful analysis described later in this document, our need for 2 temporary H-2B workers is fully supported by our company's projected workload for the 2026-2027 season, and our workload analysis substantiates the need for the requested workers throughout the entire period of proposed employment, i.e., 11/13/2026 through 04/15/2027, at the stated hourly wage and number of hours each week. Operations Our company operates year-round. Outside the winter months our permanent staff performs our ordinary operations and is sufficient to meet customer demand. As winter approaches and the first freezing weather arrives, the properties under our snow and ice contracts must be cleared and treated on demand, storm by storm, and often overnight and on weekends, because our customers require their walkways, entrances, and parking areas to be passable and safe whenever snow or ice accumulates. That obligation continues through the winter and ends with the last of the season's freezing weather, at which point the requested workers are no longer needed and our permanent staff again absorbs the remaining workload. This peak load need occurs every year. Our annual operating cycle is consistent from year to year. In the spring, summer, and fall our permanent crews perform our landscaping and lawn care work at the properties we serve. As late fall arrives we prepare our equipment, stage our salt and de-icing materials, and stand up our winter operation, and from November through April our crews respond to each snow and ice event at the properties under our winter contracts. The season ends when the freezing weather ends: by mid-April the last snow and ice events of the season have passed, the winter contracts conclude, and our staff returns to our warm-season work.
