Work description

DETAILED STATEMENT OF TEMPORARY NEED 2026-2027 Dates of Need for H-2B SNOW REMOVAL WORKER will be 11/15/2026 to 4/15/2027 North Charlotte Landscape Management, Inc. is a family owned and operated Snow Removal Contractor which provides total snow removal solutions for both commercial and residential clients. North Charlotte Landscape Management, Inc. provides services including any combination of irrigation winterization, snow removal and/or plowing, ice removal, winter debris clean-up, perennial plant cutbacks, and similar tasks. This is outdoor work which is generally performed from winter to early spring. We began conducting business in 2001 (i.e. this is the month our sales and payroll began) and our date of need for H-2B workers is the regularly recurring annual business cycle customary to the industry in our geographic area. Temporary Need To assist in the determination of whether our companys need is consistent with USCIS definition of temporary need, we are including the following information: Work Duties will be consistent with those stated on the USDOL ETA Form 9142B and the USCIS I 129 Petition for Nonimmigrant Worker. These duties are evidenced in our 2026-2027 contracts. Duties requested workers would be performing are consistent with those described in the US Department of Labor ETA Form 9141 Prevailing Wage Determination SOC 37-2011 for Snow Removal Workers. Based on the careful analysis described later in this document, our need for 24 temporary H-2B workers is fully supported by our companys projected workload for the 2026-2027 season, and our workload analysis substantiates the need for the requested workers throughout the entire period of proposed employment, i.e., at stated hourly wage and number of hours each week. Operations Our typical schedule of operations each year begins with cleaning up and removing debris from job sites. Then, perennial plant cutbacks and irrigation winterization in preparation for the cold weather and snow/ice. Workers will then pretreat surfaces with salt, cinders, sand, and other pavement treatments in anticipation of upcoming snow and ice events. Next, workers begin loading trucks with needed products and equipment, including ice-melt products and snow removal equipment. In order for our company to meet its contractual demands, we need to supplement our workforce during this peak demand. Tasks include snow removal by hand shoveling, snow removal by power-driven devices, snow plowing, salt spreading by hand. In other words, tasks will include pushing, shoveling, moving, and cleaning snow and ice from sidewalks, driveways, building entrances, and parking lots. Workers will apply sand and salt to concrete. Workers will also clean up and load debris and refuse onto trucks and haul it away for disposal, and clean and perform routine maintenance and/or minor repairs on equipment and tools when not in use to ensure proper functioning. When the weather warms, workers begin another round of cleanup which includes remove and properly dispose of all trash and normal winter debris from job sites. They also do another round of perennial plant cutbacks in preparation for spring and equipment maintenance ensuring that all equipment is in proper functioning use for the following winter season. This work begins in December and continues on an ongoing basis throughout the winter through early spring months. In order for our company to meet its contractual demands, we need to supplement our workforce during this demand. When the summer comes bringing warmer weather, we no longer require the H-2B workers and our permanent workforce is able to manage the drastically reduced customer demand. Peak Load Need Our temporary peak load for H-2B workers is based upon our company experiencing a peak load need throughout the period of proposed employment.
