Work description

Statement of Temporary Need 20 C.F.R. 655.21 Description of employers business history and activities, and schedule of operations Baker Concrete Construction is a commercial concrete contractor founded in 1968 in Oxford, Ohio. The company expanded into commercial construction in 1972 and has grown into one of the nations leading concrete contractors. Baker operates year-round in Phoenix, Arizona, performing foundations, slabs, walls, columns, elevated concrete, commercial buildings and other large-scale building projects. As demonstrated by the attached project summary table, Baker is not a contractor that completes a single project and then departs the area. Instead, Baker maintains a continuous presence in Phoenix and has performed multiple concurrent projects every year since 2021. Although Baker operates year-round, the October 1 through June 1 period creates a temporary peakload need due to the concentration of an active project work, scheduled concrete placements, manpower-intensive construction activities, and the need to maintain project schedules. During this period, Bakers regular workforce must be temporarily supplemented to support increased production demands due a current project.. The requested workers are needed to assist with labor-intensive concrete construction activities, including material handling, formwork support, reinforcing steel support, concrete placement, concrete finishing, stripping, cleanup, and other related field operations. Baker is requesting these workers to temporarily supplement its existing workforce during the identified peakload period. The requested workers are needed to support safe and efficient operations, maintain project schedules, and meet the manpower demands created by multiple active scopes of work occurring during the same period. These workers will not replace U.S. workers and are not intended to become part of Bakers regular permanent operation. See Statement of Temporary Need attached
