Nortian FoodTech LLC is a recently established biotechnology company focused on the production of collagen peptides and functional proteins. Founded in the United States in 2024, the company is currently expanding its manufacturing operations to Kansas City, Missouri. The company's temporary need for one Production Worker Helper results from the unique and non-recurring labor demands associated with the start-up and stabilization of its manufacturing operations. As the company brings its production processes to full operational capacity, an additional employee is temporarily needed to support production personnel with essential material-handling, packaging, labeling, staging, and production support activities. During this initial operational phase, production employees must focus on core manufacturing functions and quality-control processes. As a result, Nortian FoodTech LLC requires one temporary Production Worker Helper to assist with supplying raw materials to the production line, organizing finished products, preparing products for storage and shipment, maintaining work areas, and performing other routine production-support functions under direct supervision. This need is temporary and directly related to the extraordinary workforce demands associated with establishing and stabilizing a newly launched manufacturing operation. The company has not previously experienced this labor need because the facility is in its initial phase of operation. Once production activities become stabilized and normal staffing levels are established, the elevated, start-up-driven demand for this support role is expected to subside, as routine material-handling and production-support tasks will be absorbed within the company's standard operational staffing structure. Accordingly, Nortian FoodTech LLC's need for one temporary Production Worker Helper constitutes a one-time occurrence resulting from a unique business event and not from a recurring or ongoing labor demand, consistent with 20 CFR 655.6(b).
