Holiday Lighting Technician

Work description

I. Background Ground Crew, LLC (established in 2013) is a Jonesboro, Arkansas-based landscape contractor that also provides Christmas and holiday decor services for residential, commercial, institutional, civic, and community-event properties. Ground Crew has a temporary, recurring seasonal need for 12 Holiday Lighting Technicians (SOC 49-9099.00, Installation, Maintenance, and Repair Workers, All Other) from October 30, 2026 through February 28, 2027. The requested technicians constitute a distinct seasonal holiday-lighting workforce whose jobs exist only during the annual holiday-display cycle. Their duties include inspecting and testing lighting and decor; sorting, labeling, staging, loading, and unloading materials; installing and securing light strands and decorative displays; checking connections and correcting nonfunctioning or weather-displaced components; servicing displays while customers and the public use them; removing the installations; and cleaning, testing, repairing, inventorying, packing, and storing the components for the next holiday cycle. They do not perform Ground Crew's separate March-through-growing-season mowing, trimming, irrigation, planting, or landscape-enhancement work. The holiday jobs begin when the Christmas installation calendar requires them and end when takedown, refurbishment, inventory, and storage are complete. II. Regulatory Standards Under 20 C.F.R. 655.6(b), an employer has a temporary seasonal need when the services or labor are traditionally tied to a season of the year by an event or pattern and the need recurs each year. A need is not seasonal when the period during which the services or labor are not needed is unpredictable, subject to change, or merely a vacation period for permanent employees. The requested job opportunities must also be bona fide for the number of workers requested. Ground Crew satisfies the seasonal standard because the Christmas and winter-holiday calendar creates the same defined sequence each year: preparation and installation before the holidays, service while displays operate, and removal, refurbishment, inventory, and storage after the holidays. The sequence ends by February 28 and does not recur until the next holiday cycle. III. Temporary Need A. Recurring Holiday Event and Requested Period of Need The specific recurring event that causes the need is the fixed annual Christmas and winter-holiday calendar. Each year, customers require displays to be prepared and installed during October and November, fully operating before Thanksgiving and the December holiday season, monitored and repaired while in use, and removed after the holiday ends. The work is compressed because many customers impose the same opening and completion deadlines. Ground Crew must inspect and stage large quantities of lighting and decor, deploy installation crews to many properties at once, respond promptly to outages or damage during the display period, and then reverse the process by taking down, testing, repairing, organizing, inventorying, packing, and storing the installations. Unlike a general increase in business, this work exists because of a holiday with a known annual beginning and ending and recurs in the same sequence every year. The public Christmas at the Park website materials independently confirm the event-driven cycle and the scale of just one of Ground Crew's projects. The attraction is an annual winter wonderland at Joe Mack Campbell Park with an over half-mile drive-through, a snowflake forest, a light tunnel described as the length of a football field, and interactive lighted displays. The most recently published schedule opened on November 26, 2025 and closed on December 23, 2025, immediately linking installation and service deadlines to the Thanksgiving-through-Christmas period.
